The United States Army Contracting Command - Detroit Arsenal (ACC-DTA) is soliciting offers under solicitation W912CH-25-R-0139 for a Firm-Fixed-Price contract to procure 498 firing mechanisms (NSN: 1010-01-679-5089, PN: 12901960) with a 100% option, set aside entirely for small businesses. The contract is structured with multiple CLINs, including base quantities and option periods, with delivery required within 300 days of award or 150 days if factory acceptance testing is waived, and FOB Destination terms apply with delivery specified to Anniston, AL. The solicitation is electronically issued and all amendments, including the most recent AMD 0003 issued April 17, 2026, which extended the proposal deadline to May 12, 2026, must be monitored by offerors through SAM.gov as the government maintains no mailing list. Access to the Export Controlled Technical Data Package (TDP) requires JCP certification and a request via SAM.gov. Proposals must be submitted electronically only to Kaley Weeden at kaley.h.weeden.civ@army.mil by the deadline, with strict formatting rules prohibiting external links, password protection, or non-compliant file types. Evaluation will follow a best-value trade-off process where price is significantly more important than delivery schedule, and technical and schedule performance will be rated using adjectival scales. Compliance with numerous MIL-STDs is mandatory: packaging must meet MIL-STD-2073-1 and SPI 12901960 at Level B, preservation must be “MILITARY,” and marking must follow MIL-STD-129 and MIL-STD-130 with UID 2D barcodes on all packaging levels. Unique Item Identifiers must conform to ISO/IEC 15434 and ANSI MH10.8.2 standards. Inspection occurs at origin for standard items and destination for First Article Test Reports, with acceptance governed by FAR 52.246-2 and MIL-STD-1916. Contractors must implement OPSEC protocols, including certification of an OPSEC Coordinator, annual training, and CIAR compliance, and must include all demilitarization and Technical Surveillance Countermeasure (TSC)
