This requirement is to conduct an additional COVID-19 impact analysis to supplement the long-term impact analysis and reporting of the long-term follow-up survey data of the full study sample, as part of the Impact Evaluation of the First-Time Homebuyer Education and Counseling Demonstration Study. The requirement includes the following elements: (1) Prepare a Management and Work Plan for conducting the contract work, submit monthly progress reports, and submit monthly data system security scan reports, (2) Use Expert Reviewers to review the Final Report and any significant issues that need Expert Reviewer discussion, (3) Conduct administrative data collection activities, including the collection of FHA loan performance and servicing data, and credit history data, (4) Analyze all of the data collected and combine the data from all sources into a linked database; 5) Prepare a draft Final Report, and Final Report; and provide briefings to HUD on the COVID analysis findings.
