FIRST TIME HOMEBUYER TRAINING AND AMERICAN DREAM DOWN PAYMENT PROGRAM APPLICATION PROCESSING AND COUNSELING

The County of Middlesex, Office of the Purchasing Agent, is seeking one or more HUD certified housing counseling agencies to provide first-time homebuyer training and application processing for the American Dream Down Payment Program (ADDI). This firm fixed contract aims to assist income-eligible residents of Middlesex County in obtaining down payment and closing cost assistance. The scope of work includes delivering group training sessions on credit and budgeting, providing at least four hours of individual counseling per applicant, processing preliminary and final ADDI applications based on HUD Part 5 income definitions, facilitating real estate closings, and promoting the program through approved marketing materials. The solicitation was released on September 22, 2026, with a response deadline of October 14, 2026. Awards will be made to responsible bidders submitting the lowest base bid. Requirements for submission include a bid sheet, price certification, and a comprehensive vendor questionnaire featuring a non-collusion affidavit and business registration certificate. Contractors must comply with various legal standards, including the Davis-Bacon Act, the Americans with Disabilities Act, and New Jersey equal employment opportunity laws. Additionally, vendors must certify they are not on the OFAC list regarding Russia and Belarus and disclose any investment activities in Iran.
