EXPANSION PILOT PROGRAM AMERICAN DREAM DOWN PAYMENT PROGRAM

The Middlesex County Department of Community Services, Division of Housing, Community Development and Social Services, is seeking HUD-certified housing counseling agencies to provide first-time homebuyer training and application processing for the Expansion Pilot Program of the American Dream Down Payment Program. This initiative provides down payment and closing cost assistance to eligible Middlesex County residents who exceed standard HUD income limits. Selected vendors must have at least one year of experience in homebuyer training and maintain an office within Middlesex County or a contiguous county. Key deliverables include conducting quarterly group counseling classes covering budgeting and credit, providing individual counseling, and processing program applications in accordance with county policies. The contract is scheduled to commence on or about December 1, 2026, for an initial twelve-month term, with the county retaining the option to extend for two additional one-year terms. Awarding will be based on the lowest responsible bidder, with a specific goal of awarding 20% of contracts to Qualified Business Enterprises. Bidders must submit their proposals electronically via the Middlesex County Procurement Portal by November 19, 2026. Required documentation includes a bid sheet, price certification, statement of ownership, and a non-collusion affidavit. The contract adheres to various regulatory standards, including the Davis-Bacon Act, New Jersey EEO/Affirmative Action laws, and the Americans with Disabilities Act. Payment is processed through the Board of County Commissioners on a monthly basis following the approval of certified vouchers.
