The Advice and Inclusion service plays a key role in supporting CBC’s Housing, Homelessness & Rough Sleeping Strategy 2023-28. It has a focus on preventing homelessness, both directly, through protecting the rights of individuals in their homes and challenging actions by private and social housing landlords, and indirectly, through its emphasis on helping people to manage their debt and on preventing future unmanageable debt from arising. This service will also take account of the new rights and responsibilities for tenants and landlords in the Renters’ Rights Act 2025. Where a landlord is found to be failing it its responsibilities to their tenant, the supplier will refer these to CBC’s Private Sector Housing Service (subject to the tenant’s consent) for action to be taken against that landlord. In the absence of the tenant’s consent to refer to CBC, then the supplier will engage directly with the landlord highlighting the breaches with a view to these being put right

RFP - Homeless-Related Services for Harris County Housing and Community Development
Solicitation # 26/0172
Harris County Housing and Community Development is soliciting proposals for homeless-related services to establish a qualified provider pool aligned with the Harris County Strategic Plan. The objective is to centralize services into a flexible, performance-driven structure, with a focus on housing services such as Permanent Supportive Housing and Rapid Rehousing. Selected providers must utilize evidence-based practices, including trauma-informed care and low-barrier access, and are required to accept referrals exclusively through the Coordinated Entry system. The contract is structured as a cost-reimbursement agreement, with the county anticipating an award to a single vendor, though it reserves the right to appoint primary and secondary vendors. Evaluation is based on a 95-point scale covering price and performance, with an additional five points available through a short-list interview process. Key requirements include the submission of Form 1295, compliance with Harris County minimum wage policies, and the provision of a payment bond if the contract exceeds 25,000 dollars and subcontractors are used. Vendors must operate as independent contractors and maintain records within Harris County or make them available within 24 hours of a request. Proposals must be submitted via Bonfire or as sealed hardcopies, including a transmittal letter, a detailed narrative of proposed services, and pricing submitted in Excel format.
