The Port of Seattle is forecasting the Fisherman’s Terminal Entry and Exit Paving Redevelopment project, which focuses on upgrading the 19th Ave W entry and exit drives, associated parking, and the former Downie Building footprint. The scope of work includes milling and overlaying poor pavement, expanding stormwater infrastructure to divert runoff from combined sewers, and implementing water quality treatment. The project will also involve demolishing the remaining C-14 building slab to create new parking with electric vehicle charging stations and the installation of green space and pollinator habitats supported by a new irrigation system. To improve accessibility and safety, the project will introduce protected two-way bike lanes connecting the terminal to the West Wall bike path, along with enhanced pedestrian connectivity to the 21st Ave W and W Emerson Pl intersection and the King County Metro bus stop. These improvements will be supported by new lighting in the parking and pathway areas, as well as updated wayfinding signage to assist with circulation. The project falls under NAICS code 237110 and is managed by the Port of Seattle.

Full Description

The Fishermen’s Terminal (FT) Entry Redevelopment Project will consist of redeveloping the entry and exit drives (19th Ave W), the building footprint of the Downie Building (C-14), and associated parking. Existing pavement in poor condition in these areas will be milled and overlaid, with existing stormwater infrastructure replaced and expanded for additional runoff collection and diversion from existing combined sewer infrastructure to dedicated storm lines. Stormwater water quality treatment is anticipated for the replacement of qualifying pavement surfaces. The C-14 building slab remaining from Phase 1 will be demolished, with the footprint replaced by a combination of additional parking and green space/pollinator habitat with the potential integration of a stormwater treatment facility. A new irrigation system will be installed for this green space, and landscaping in the replaced median within the entry drive. Electric vehicle (EV) charging stations will be installed in the new parking area. Protected two-way bike lane infrastructure will be added connecting the FT entry to the existing West Wall bike path, with improved pedestrian connectivity to the intersection at 21st Ave W and W Emerson Pl and King County Metro bus stop. Lighting improvements will be made in the new parking area and path connecting FT to the intersection and bus stop. New wayfinding will be included to assist with pedestrian and bicycle circulation within the redeveloped area.
