AI Contract Overview
Valley Water is seeking experienced professional services to characterize existing habitat conditions in the Stevens Creek watershed to support ecohydraulic and bioenergetics modeling for salmonids. The primary objectives include quantifying spatiotemporal habitat capacity for CCC Steelhead by translating depth and velocity into Viable Salmonid Population parameters, integrating thermodynamic realities into flow management, and supporting life-history diversity and resilience. The scope of work involves utilizing green LiDAR and topographic surveys to develop a high-resolution Digital Elevation Model, creating a 2D hydraulic model simulating at least nine flow rates, and identifying suitable aquatic habitat for O. mykiss based on specific depth, velocity, and habitat suitability criteria. The contract is envisioned as a three-year term with the possibility of two one-year extensions. Qualified firms must possess at least 10 years of experience in ecohydraulic and bioenergetics modeling, hold a drone operator license, and demonstrate familiarity with Santa Clara County's riparian and aquatic ecology. Proposals are evaluated based on a 100-point scale, focusing on project team qualifications, firm expertise, and adherence to RFP requirements. A minimum 30 percent Small Business Enterprise participation goal is established. Submissions must be uploaded to the SCVWD Procurement Portal by December 7, 2026, with oral interviews tentatively scheduled for early January 2027. Selected consultants must maintain comprehensive insurance coverages, including professional liability and cyber liability, and submit monthly invoices through the Projectmates system.

Full Description
Goal 1: Accurately Quantify Spatiotemporal Habitat Capacity for CCC Steelhead· Objective 1.1: Move beyond static acreage by outputting models that translate depth and velocity directly into Viable Salmonid Population (VSP) parameters (abundance, productivity, spatial structure, and diversity) to evaluate carrying capacity against recovery targets for Stevens Creek steelhead.· Objective 1.2: Stratify carrying capacity models by distinct juvenile size classes (Fry, Parr, Smolt) to ensure flow management prioritizes the entire life cycle of steelhead. Goal 2: Integrate Thermodynamic Realities into Flow Management· Objective 2.1: Ensure biological effectiveness by coupling hydraulic outputs with recognized thermal thresholds, cross-referencing mapped habitat against the limits for steelhead metabolism, incubation, and smoltification. Goal 3: Support Life-History Diversity and Resilience· Objective 3.1: Design the habitat simulation to measure floodplain and channel capacity for diverse rearing strategies, validating habitat for extended-residence phenotypes versus rapid outmigrants.· Objective 3.2: Establish quantitative flow-habitat relationships that test the efficacy of managed pulse flows, and validating triggers to stimulate safe outmigration across the salmonid assemblage.
