The U.S. Navy’s Fleet Logistics Center Puget Sound is soliciting brass piping fittings under solicitation number N0040626Q0399, with an anticipated award date in August 2026 and a response deadline of August 7, 2026. The contract requires delivery of specific fittings including elbows, tees, couplings, unions, and adapters in 3/8” and 1/4” IPS sizes, all compliant with ANSI B16.11, Class 6000 pressure rating, and CUNI 70/30 material specifications. Items valued at $5,000 or more must be uniquely identified per MIL-STD-130 and tracked through the Wide Area WorkFlow system. All deliveries are FOB origin, meaning the Government arranges and pays for transportation via NAVSUP WSS Transportation at no cost to the contractor, while the contractor assumes responsibility for all tariffs, duties, taxes, and customs fees. Deliveries must be completed by specified dates, with the final destination being SRF AND JRMC YOKOSUKA in Japan, where Government representatives will conduct inspection and formal acceptance. The solicitation will evaluate offers based on technical capability—including delivery date—price, and past performance, with no single factor given priority, signaling a trade-off selection process rather than a lowest-price technically acceptable approach. Proposals must comply with multiple FAR/DFARS clauses related to cybersecurity, supply chain integrity, and contractor responsibilities, including safeguarding covered defense information under NIST SP 800-171, prohibitions on acquiring equipment from sanctioned foreign vendors, and mandatory reporting of cyber incidents. Packaging must adhere to ASTM-D-3951 with strict restrictions on materials such as asbestos, loose-fill polystyrene, and untreated wood; all packaging must be heat-treated and certified per ALSC standards. Markings must include NSN, part number, contract number, origin, and destination, with traceable shipping via commercial carriers and unique tracking numbers. Contractors must be registered in SAM, possess a valid CAGE code, and provide UEI information if supplying covered defense telecommunications equipment. Invoicing is exclusively through WAWF, and the government will verify actual receipt. No contract value is specified due to blank pricing fields in the solicitation.
