The requirement is structured as an Indefinite Delivery Requirements contract with firm-fixed pricing, comprising a one-year base period and up to four one-year option periods, for a total potential duration of five years. Only new, approved parts sourced from Sikorsky Aircraft Corporation (Cage Code 78286), its approved manufacturers or distributors, or MRR Engineering approved sources will be considered, with no alternative suppliers accepted. All parts must be traceable to the original equipment manufacturer and accompanied by a Certificate of Airworthiness per FAA Form 8130-3/8130-4 or equivalent EASA certification, along with a Certificate of Conformance in compliance with FAR 52.246-15, signed by an authorized representative and including NSN, part number, serial number, and purchase order details. Packaging must prevent damage during transit and storage, avoid prohibited materials such as Styrofoam or peanuts, and include internal labeling with full identification data, while external labels must contain packing lists and certifications. F.O.B. Destination is required for all deliveries, and all suppliers must be registered in SAM with active status. Evaluation will follow a lowest priced, technically acceptable (LPTA) model, where technical acceptability serves as a mandatory pass/fail gate based on compliance with airworthiness, traceability, certification, and quality requirements, followed by price comparison among qualified offers. The procurement applies to specific structural components defined by NSN and part number across four line-item tiers for base and option periods, and the government reserves the right to inspect facilities, access records across the supply chain, and terminate contracts for unapproved changes or noncompliance. All submissions must be emailed to Cayce.A.Copley2@uscg.mil with the solicitation number in the subject line.
