This Firm Fixed Price Blanket Purchase Agreement, solicitation number 12639520A0014, is established between the Department of Agriculture and Better World Manufacturing, Inc. for the procurement of Multi Lure Traps to support the USDA/APHIS/PPQ facility in Edinburg, Texas. With an estimated value of 2 million dollars and a period of performance not to exceed five years from the date of award, the contract covers the acquisition of complete traps as well as individual components including clear tops, yellow bottoms, yellow bait wells, swivel and rings, and mango hangers. All costs, including overhead, general and administrative expenses, profit, insurance, and transportation, are included in the pricing. The traps are critical for the surveillance and monitoring of various pests, specifically male Medflies, within a delimitation grid. Because these patented traps are essential for the integrity of eradication efforts, the contract was awarded as a sole source procurement under FAR 6.301-1(2), as Better World Manufacturing, Inc. is the only manufacturer of the patented technology under US Patent 6,532,695 B1. Failure to utilize these specific traps would compromise the agency's ability to detect wild flies, potentially increasing overall costs or preventing the success of the eradication program.

Item Description: Firm Fixed Priced Blanket Purchase Agreement for Multi lure Traps for the USDA/APHIS/PPQ Facility in Edinburg, TX. All cost to include but not limit to: overhead, general and administrative, profit, insurance, and transportation. Period of Performance is from Date of Award and not to exceed five years. The traps will be used primarily for the surveillance and monitoring program associated with several pests including fruit flies.
