Five-Year Strategic Plan Development

The Northern Virginia Transportation Commission (NVTC) is soliciting proposals under RFP 26-02 for professional consultant services to develop a comprehensive Five-Year Strategic Plan for fiscal years 2029 through 2034. This 18-month engagement, expected to kick off in January 2027 and conclude by June 2028, aims to update the agency's strategic framework for the first time since 2014. The scope of work is divided into several phases, including an initial assessment involving peer benchmarking of approximately five organizations, extensive stakeholder engagement through five to eight focus groups, and the facilitation of an in-person workshop with leadership to validate bylaws and strategic goals. Key deliverables include a project management plan, a stakeholder engagement plan, and a final strategic plan that must comply with Title II of the ADA and WCAG 2.1 AA web accessibility standards. The total budget for this project is up to 300,000 dollars, supported in part by a 150,000 dollar matching DRPT grant. Proposals are due by October 9, 2026, and must be submitted via the procurement portal in PDF format, consisting of a technical proposal and a separate price proposal. Evaluation is based on a 1,000-point scale focusing on technical merit, interview experience, and knowledge of Virginia transit, though price is not scored during the initial technical ranking and is only considered during the negotiation phase. Qualified firms must be authorized to do business in Virginia and provide proof of professional liability, workers compensation, and automobile insurance. While NVTC encourages the participation of certified DBE/SWaM businesses, such status is not a scored criterion for the award.
