Fixed Frequency Converter System/Generator

The U.S. Air Force, through the Department of Defense’s 87th Contracting Squadron at Joint Base McGuire-Dix-Lakehurst, is seeking a firm-fixed-price contract to procure a single 180-kVA low-profile fixed frequency converter system, branded as the EATON UFC-180H or an equal, to supply reliable 400 Hz aircraft ground power for KC-46 and C-17 maintenance operations at Building 2201. The system must meet all specifications outlined in the Statement of Work, including input/output electrical parameters of 380–480 V, 3-phase, 50/60 Hz to 115 V L-N / 200 V L-L, 3-phase, 4-wire, 400 Hz, with environmental ratings of IP55, operational temperatures from -40°C to +55°C, and noise levels below 65 dBA. Deliverables include all required input and output cables, comprehensive technical documentation, commissioning and testing support, training for government personnel, and standard manufacturer warranty and maintenance instructions. The contract is a total small business set-aside under NAICS code 335999 and will be awarded under the Lowest Price Technically Acceptable method, where proposals must first be deemed technically acceptable before price is evaluated for fairness and reasonableness. All proposals must be submitted via email to Vivian Donaldson and Sarah Brown no later than August 10, 2026, at 2:00 p.m. Eastern Time, with offerors required to acknowledge Amendment 0001 updating the submission deadline. The system must be delivered to the specified location at JB MDL with performance completion not exceeding 180 calendar days from Notice to Proceed. Compliance with federal acquisition regulations and military standards is mandatory, including adherence to MIL-STD-130 and MIL-STD-129 for Unique Item Identification and packaging, with data matrix labels encoded using ISO/IEC 16022 and specific formats (05, 06, or 12). Contractors must report IUID data through WAWF and comply with DFARS clauses for cybersecurity (NIST SP 800-171), prohibitions on covered telecommunications equipment, and SAM registration maintenance. All shipments require proper labeling and marking, and the contractor must support government inspection and acceptance at the installation site.
