Solicitation 8109-07 seeks Fixed Wing flight services on an as needed basis using a twin engine aircraft, Cessna 337 or equal Aircraft to be fully Contractor operated and maintained, in support of the Fish and Wildlife Services Natural Resource Missions. Airplane must be capable of operating over water from Saipan to all of the islands in the Commonwealth of the Northern Mariana Islands for the transport of personnel and cargo in support of helicopter operations for the eradication of feral pigs and goats. The airplane must be capable of operating on rough unprepared strips at various locations throughout the islands. The vendor must be capable of providing refueling support that meets the specifications of the contract and any other aviation support to insure safe and continuous aviation support to employees of the Department of Interior. All aviation operations will be conducted under day VFR conditions. Pilots will have the experience necessary to operate in an over water environment in the tropics and the equipment will be maintained at all times to the specifications of the contract and the FAA Operations Specifications of the company. The use period, subject to change as permitted in the solicitation, will be for one year from date of award, with the Government's unilateral option of renewal for an additional two one-year periods. Potential duration of the contract could be three years. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137. The anticipated issue date of the solicitation is October 14 2009 with a projected closing date of November 13, 2009. It is a requirement that the successful awardees be registered in the Central Contractor Registry (CCR). The solicitation will be posted here as well as http://amd.nbc.gov under "Current Solicitations" under Business Opportunities. The solicitation is unrestricted.
