Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The Naval Air Systems Command is awarding a sole source Indefinite Delivery/Indefinite Quantity contract to Lockheed Martin Mission and Sensor Systems for Fleet Response Services supporting MH-60R/S and SH-60B aircraft. This effort utilizes Cost Plus Fixed Fee task orders to provide comprehensive technical, management, and process support for the update and maintenance of operational, vendor, maintenance, and laboratory software. The scope of work includes production software support for aircraft delivery, engineering oversight for the Integration, Installation and Checkout of ship electronics systems on new AEGIS class destroyers, and prime technical expertise for H-60 test teams at AIRTEVRON TWO ONE and AIRTEVRON ONE to evaluate obsolescent parts and new capability upgrades. This procurement is conducted on a sole-source basis because Lockheed Martin Mission and Sensor Systems is the sole manufacturer of the MH-60R/S helicopter avionics suite and common cockpit. Due to the proprietary nature of the software and data, which are not available for sale, the contractor is the only source with the necessary personnel, test equipment, and facilities to perform these engineering and programmatic tasks efficiently. The authorization covers software support activities for a three-year period spanning fiscal years 2013 through 2015.

It is anticipated that this contract action will result in Cost Plus Fixed Fee type task orders for the effort required (1) to provide technical, management, and process support necessary to update and maintain MH-60R/S and SH-60B operational software, vendor software, maintenance-related software, and laboratory support software, and software support services for the MH-60R/S and SH-60B Fleet; (2) to perform production software support of the MH-60R/S aircraft for delivery to the fleet; (3) to provide engineering support required for the oversight of Integration, Installation and Checkout (INCO) of ship electronics systems associated with the Multi-Mission Helicopter (MMH) Weapon Systems on newly-constructed AEGIS class destroyers as required by PMA-299; (4) to provide prime technical expertise to Patuxent River, MD H-60 test teams at AIRTEVRON TWO ONE (HX-21) and AIRTEVRON ONE (VX-1) in the conduct of testing, for obsolescent parts and upgrades for new capabilities; and test and evaluation of H-60 software and hardware. This action is being awarded on a sole-source basis to LM MS2 in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," because LM MS2 is the sole manufacturer of the MH-60R/S helicopter avionics suite, common cockpit and all subsequent changes and improvements to the production aircraft. LM MS2 proprietary data is not for sale and access to the software is integral to the proper and timely accomplishment of the required software support. Therefore, LM MS2 is the only source with the requisite skilled personnel, test equipment, laboratory facilities and proprietary data to perform the required in-depth engineering and programmatic support to design, develop and incorporate avionics efforts onto the H-60 platform in a timely and cost efficient manner. Contractor Name and Address: Lockheed-Martin Mission and Sensor Systems (LM MS2), 1801 State Route 17C, Owego, NY 13827. Questions concerning subcontracting opportunities should be directed to Mr. Luke Mickum at 607-751-7895. This notice of intent is not a request for competitive proposals, however all responsible sources may submit a technical capability which will be considered by NAVAIR.
