The Department of Defense, through Navy Medicine East, intends to negotiate a sole-source contract with Olympus America Inc. for the supply of URF-V2 Slim Flexible Video Ureter Scopes required by Naval Hospital Jacksonville, FL. This action is justified under FAR 13.106(b)(1)(i) because Olympus is the only responsible source capable of providing these specialized ureteroscopes featuring narrow band imaging technology, which is compatible with existing equipment and integral to current employee training and operational workflows. Utilizing this specific product line has allowed the Navy to streamline costs and improve efficiency, reinforcing the determination that no other supplier meets the agency’s unique requirements. Interested vendors have a limited opportunity to respond within two calendar days from the notice date, with the deadline set for 4:00 P.M. local time on November 30, 2016. Responses must include a detailed narrative demonstrating technical capability and an understanding of the requirement to justify consideration for competition. However, the Government reserves the sole discretion to proceed with the sole-source negotiation if the responses fail to establish a bona fide capability. All submissions are to be sent via email to the contract specialist, Charles F. Hartley. The procurement falls under NAICS code 339112 and supports critical medical operations within Navy Medicine East.

This is a notice of intent to negotiate a sole-source contract pursuant to the authority of FAR 13.106(b)(1)(i), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to negotiate a contract with Olympus America Inc., Center Valley, PA for Naval Hospital Jacksonville, FL, who has a requirement for the URF-V2 Slim Flexible Video Ureter Scopes as they are the only company that makes uretero scopes with narrow band imaging that is compatible with existing equipment already purchased. In addition, Navy Medicine has tailored its employee training, workflows, and products based on this product line. This has streamlined costs and increased efficiency versus operating additional systems made and supported by other manufacturers. Therefore, Olympus America Inc. is the only known responsible source that can provide the URF-V2 Slim Flexible Video Ureter Scopes required for this procurement. See attached Justification and Approval. Responses to this notice must be provided within two (2) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 4:00 P.M. local time, November 30, 2016. Submit responses via e-mail to Chas Hartley, Contract Specialist, at charles.f.hartley.civ@mail.mil.
