Flight Deck Replacement

The C-17 Flight Deck Replacement program is a sole-source, eight-year effort awarded to The Boeing Company to resolve critical obsolescence within the C-17 aircraft. The project focuses on the redesign and modernization of four key Line Replaceable Units: the Multifunction Display, Standby Engine Display, Core Integrated Processor, and Video Integrated Processor. By implementing an integrated open systems architecture, the program aims to move away from simple form-fit-function replacements toward a modular plug-and-play solution that meets current industry standards. The scope of work includes the design, development, qualification, and production of seven integrated flight deck kits, along with necessary updates to cybersecurity, aircrew training materials, and system integration laboratories and simulators. The contract utilizes a hybrid Cost-Plus-Fixed-Fee and Firm Fixed Price structure with a total period of performance of 96 months, spanning from FY26 Q1 to FY33 Q4. This timeline consists of a 72-month base period for development, followed by a 12-month kit-proof and interim contractor support period, and two optional 12-month extensions for additional support and low-rate initial production. Performance is primarily based in Long Beach, California, with additional activities at Robins Air Force Base and Oklahoma City. Due to Boeing's proprietary technical data and unique expertise with the C-17 avionics architecture, the award was made without full and open competition under FAR 6.302-1. Key deliverables include a Level 3 Technical Data Package, software source code, and interface control documentation, with data rights governed by DFARS clauses 252.227-7013, 252.227-7014, and 252.227-7015.
