NASA GSFC has a requirement for the services, equipment and payloads to build a small unmanned airborne plane that will have NASA's Tetracam cameras mounted on them to collect ground data. NASA is procuring materials and equipment to integrate and command the NASA-MALIBU Tetracam camera package into a new small-unmanned airborne vehicle platform and the flight services to deploy the final product for 48 flight hours. NASA intends to award this purchase order to BlackSwift Technologies. To our knowledge, BlackSwift is the only company that can both integrate TetraCam cameras onto Unmanned Airborne Vehicles (UAV) and design and build a new platform that meets our requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Ian Sherry at contact@example.gov, no later than 11:00AM EST. local time on October 7, 2016. Such capabilities/qualifications will be evaluated solely for purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely with the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
