The contract involves the procurement of a FLIR Camera Pro Rad 640 9mm 30hz by the Bureau of Land Management Alaska Fire Service under a sole source, firm-fixed price order. The order is awarded to Focus Camera, justified under the authority of limited sources due to unusual and compelling urgency. The camera is intended for use with small Unmanned Aircraft Systems (UAS), specifically the 3D Robotics SOLO, which are deployed for thermal imagery to assist in wildland fire suppression by enabling volumetric calculations, mapping, and identifying hard-to-detect heat sources. The small UAS and associated sensors must meet Federal Aviation Administration and Department of Interior aviation service certifications and approvals. This procurement aims to support critical fire and resource missions and is not open for competitive bidding as per the Government's discretion. Market research responses were solicited only to determine if competition would be advantageous, with a strict deadline for submissions in August 2017. The acquisition follows Simplified Acquisition Procedures under NAICS code 333316 for photographic and photocopying equipment manufacturing, with the contracting authority citing regulations related to limited sources and compelling urgency for a non-competitive procurement approach. Contact information for further inquiries is provided for the responsible official at the Alaska State Office of the Department of the Interior.
