This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N00178-16-T-0202 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a brand name basis FLIR Commercial Systems, Inc. instruments described on the attached SF18. The FLIR product was selected for data collection during program testing. This data collection requirement requires imagers that integrate with our telescope's back focal distances and that have very specific imager specifications which include smaller pixels sizes and High Definition, high speed capabilities that only the FLIR imaging sensors can provide. The imager body must be the same so the imager can be swapped in and out of systems without additional hardware. In addition, it is necessary to have the ability to change integration times during data collection sequences without stopping the integrations. The FLIR imager systems provide this capability. There are no other off-the-shelf imager systems that can meet this stringent requirement and the data collection objectives. FLIR can provide an off-the-shelf solution to meet the program requirements that is also capable with the government's existing data collection system. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. All responsible sources including authorized FLIR resellers and distributors may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling +1 (555) 000-0000, or via the Internet at https://www.sam.gov. Quote is due 25 August 2016, no later than 12:00 a.m. EST. Questions and responses regarding this synopsis/solicitation may be submitted by e-mail to contact@example.gov prior to the RFQ closing. Email should reference Synopsis/Solicitation Number N00178-16-T-0202 in the subject line. Attachments - SF18: Request for Quotations
