AI Contract Overview

Hillsborough County plans to award a sole source contract to Watergoat, Inc. for a two-year period at a total cost of $171,600.00. The contract involves the installation of six Watergoat floating trash traps equipped with marine-grade buoys, along with approximately 156 routine maintenance and service visits for these units. The primary purpose of these trash traps is to prevent debris and vegetation from entering the Town ‘n’ Country pump system, thereby reducing the risk of pump failure and subsequent flooding of yards, roads, and structures. This procurement is justified under the County’s procurement policy, as Watergoat, Inc. is the only known manufacturer capable of meeting the specific technical requirements and providing direct sales and maintenance services for these systems. The County has outlined procedures for challenges from other contractors who believe they can provide equivalent goods or services, requiring them to submit detailed evidence by the specified response deadline. The County will review any valid challenges to determine if genuine competition exists before finalizing the award. The contract may be extended, scope adjusted, or costs increased based on changing conditions or updated requirements. The solicitation for this project, titled "Floating Debris System for Stormwater Pump Stations," was posted on April 23, 2025, with a response deadline of April 30, 2025, and is accessible through the County’s Bonfire procurement portal.

Full Description

Hillsborough County intends to recommend the award of a sole source procurement to Watergoat, Inc., for a two (2) year period, at a total cost of $171,600.00, for the installation of six (6) Watergoat floating trash trap with marine grade buoys and the estimated 156 routine maintenance/services associated with the units. The Watergoat floating trash trap(s) are essential in preventing floating debris (trash and vegetation) from entering the Town ‘n’ Country pump system resulting in pump failure and causing extensive yard, road and structural flooding. This procurement is being made in accordance with Section 3-205(2)(a) of the County’s Procurement Policy, as only one (1) known manufacturer meets the salient specifications that the County requires to install the particular system and perform the associated routine maintenance/service of each unit, and that manufacturer, Watergoat, Inc., only sells direct themselves. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Vendor Estimate EST0064, dated March 6, 2025, and Vendor Sole Source Letter must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.

Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
