Floor finish refresh

The US Embassy San Salvador is soliciting firm fixed price quotations for floor finish refresh services at the Police Barracks within the American Embassy Compound in Antiguo Cuscatlan, La Libertad, El Salvador. The scope of work includes the removal of existing finishes and the installation of high-solids epoxy resin floor coatings in kitchens, bathrooms, and shower rooms, as well as commercial-grade resilient vinyl plank flooring in general bedroom and sleeping areas. Additionally, the project requires the mechanical grinding of approximately 30 square meters of exterior patio tiles and the application of cementitious fill to a depressed footer area. The contract will be awarded to the lowest priced, acceptable, and responsible quoter, with evaluation based on the offeror's technical capability, past performance over the last five years, and compliance with the RFQ terms. A mandatory site visit was scheduled for August 20, and final proposals are due by August 28, 2026. To be eligible for award, contractors must provide proof of active SAM registration and submit a two-volume proposal consisting of the SF-1442 and a detailed technical and business management proposal. Performance must be completed within 15 calendar days after receiving a notice to proceed, with work conducted Monday through Friday from 0800 to 1700. The contractor is required to provide a full-time on-site supervisor and must adhere to strict quality control measures, including the submission of daily environmental readings and the completion of approved mock-ups. Final payment is contingent upon a joint final inspection and the resolution of all punch list items. All quotes must exclude IVA, as the US Embassy maintains a tax exemption certificate.
