Suggested submission dates for white papers are aligned annually by fiscal year through November 30, 2028. Proposals are evaluated based on technical merit, innovation, and feasibility, with a specific emphasis on Gold Standard Science principles and the delivery of immediately demonstrable results. All submissions undergo a rigorous Security Risk Review to protect science and technology from undue foreign influence, requiring the disclosure of all current and pending research support for key personnel. Offerors must also disclose any potential organizational conflicts of interest and provide proof of mitigation for foreign ownership, control, or influence. Small businesses, academia, and non-profit entities are encouraged to apply.
