The Florida Fish and Wildlife Conservation Commission is soliciting competitive bids for the harvest and planting of wild native eelgrass (Vallisneria neotropicalis) in the St. Johns River, specifically within Lake George and Lake Monroe. This project aims to restore submersed aquatic vegetation to improve fish and wildlife habitats across Putnam, Marion, Lake, Volusia, and Seminole Counties. The contract has an estimated budget of 1,200,000 dollars for an initial two-year term, with anticipated planting windows occurring between February and June in 2027 and 2028. The award will be granted to the responsive and responsible bidder offering the lowest total price, which must cover all costs associated with harvesting, transporting, and planting. To be eligible, bidders must be registered in the MyFloridaMarketPlace and Sunbiz systems and provide at least three verifiable references for similar work. Performance requirements are strict, requiring plants to be installed within 48 hours of harvest with roots planted at least two inches deep. Contractors must meet a minimum production standard of 15,000 plants per day or face a 1,000 dollar daily deduction. Quality control is managed through daily inspections by FWC personnel, and any site where more than 10 percent of plants pop up within two days must be replanted at no cost to the Commission.
