Packaging must be commercial in nature, with each unit securely sealed to prevent damage or breakage, and all shipments must be placed in suitable commercial exterior containers to ensure safe, cost-effective delivery via common carrier to the designated destination under FOB Destination terms. Marking must strictly comply with Medical Marking Standard No. 1, superseding MIL-STD-129, and packaging data must adhere to MIL-STD-2073-1E, including special instructions dated March 30, 1988. Hazardous material handling is governed by IP025 and the Hazard Communication Standard, and mercury or mercury-containing compounds are prohibited unless part of exempted functional components such as batteries or instruments, which must include secondary containment. The delivery deadline is 20 days from award, with inspection and acceptance occurring at the destination, and shipments must not use parcel post but instead be traceable. All suppliers must validate current representations in SAM, comply with small business program certifications, and adhere to clauses addressing equal opportunity, combating trafficking, employment verification, sustainable products, and safeguarding information systems. Invoicing and receiving reports must be processed through DLA’s Wide Area Workflow system, and suppliers are subject to deviation 2026-00038 which modifies several standard FAR clauses, including contract type, changes, and small business representation. The solicitation closed on July 20, 2026, with responses due to the DLA Bid Board System, and technical queries must be directed to DLA's designated channels, while the primary point of contact is Lawrence Garnett.
