The California Department of Transportation (Caltrans), using State and Federal funding, is proposing to rehabilitate 17 culvert systems (30 culvert segments) on Interstate 5 in Shasta County. The proposed project occurs between post miles (PMs) 56.70 and 66.50. The purpose of this project is to repair, replace, and upsize culverts where necessary. The project would re-establish the structural integrity needed to maintain and protect the highway and meet the hydraulic demands, including potential future flow increases due to climate change. The project would restore the culverts to a good condition. The project is needed because the culverts within the project limits exhibit corrosion, abrasion, joint separation, alignment, and shape deformation deficiencies. Smaller diameter culverts are more difficult to inspect and maintain, requiring more frequent cleaning to keep the drainage openings clear. If not improved, the condition of the culverts will continue to deteriorate, impacting hydraulic capacity and threatening the integrity of the soil and pipe structure necessary to support the roadway. Culvert replacement would be accomplished through trenchless, cut and cover, concrete/joint repairs, and liner installation. Approximately 5.33 acres of soil would be disturbed during project implementation. The maximum anticipated excavation depths for the project are associated with cut and cover and trenchless culvert installations (estimated at 20 and 60 feet, respectively). Tree removal is anticipated. Clearing and grubbing would be required. Project construction would be staged and would utilize lane closures as needed. Right-of-Way The proposed culvert improvements would require temporary construction easements. Further, the acquisition of four permanent drainage easements is anticipated. Staging Staging areas have been identified at PMs 61.70 and 64.59. Disposal/Borrow Sites Excess soil material and construction debris would become the property of the contractor. As such, no borrow or disposal sites are anticipated. Utilities All utilities in proximity to the locations of work would be protected in-place; no utility conflicts are anticipated. Schedule The work would be completed in one construction season and would require approximately 210 working days to complete. Consultation/Coordination Caltrans performed a records review, field surveys, and consultation/coordination with applicable agencies, tribes, and individuals. Permits Based on the current scope, the project would be subject to following resource agency permits. • Army Corps of Engineers Nationwide Permit (Section 404 permit- non-reporting) • Regional Water Quality Control Board Water Quality Certification (Section 401 permit) • California Department of Fish and Wildlife Lake and Streambed Alteration Agreement (Section 1602 Agreement)
