Fluorescein Sodium Ophthalmic Strips, USP, in a configuration of 1 mg per strip with 100 strips per unit, are being procured under solicitation SPE2DP-26-T-4170 with delivery required within five days of award to destinations including San Antonio, TX; San Diego, CA; and Fort Bragg, NC. Each unit must be individually sealed in a protective container and packed in commercial exterior shipping containers suitable for safe transport via common carrier at the lowest rate, conforming strictly to the Medical Marking Standard No. 1, which supersedes MIL-STD-129 and governs all labeling and identification requirements. Packaging and preservation must adhere to MIL-STD-2073-1E and RP001 for palletization, and all items must bear the NSN 6505-01-503-2390, manufacturer details, CAGE code, lot number, expiration date, and other markings specified by MMS No. 1, available through DLA Troop Support. The product has a non-extendable shelf life of 36 months and is subject to FDA regulation with mandatory pre-award submissions of Safety Data Sheets (SDS) and HCS-compliant labels per 29 C.F.R. 1910.1200, replacing MSDS requirements effective June 1, 2015. Mercury or mercury-containing compounds are prohibited in direct contact with the product except for specific exempted applications such as functional batteries or instruments as defined by NAVSEA. Portable lamps or instruments containing mercury must include a secondary containment boundary as per NAVSEA 5100-003D. All suppliers must comply with cybersecurity mandates including DFARS 252.204-7012 for safeguarding covered defense information and reporting cyber incidents, and must maintain SAM registration, use WAWF for electronic invoicing, and adhere to clauses addressing trafficking in persons, employment eligibility, sustainable products, and hazardous material handling. The contract is a fixed-price solicitation with zero variance allowed in quantity, inspection and acceptance occur at destination, and the sole submission method is via DIBBS by July 22, 2026.
