Fly Ash Loading, Shuttling, Hauling and Disposal

Metro Vancouver, through the Greater Vancouver Sewerage and Drainage District, is soliciting proposals for the loading, shuttling, transportation, and disposal of fly ash generated from its Waste-to-Energy Facility. The selected service provider will be responsible for providing all necessary trailers, containers, and chassis for road or rail transport, as well as ensuring the material is disposed of at a permitted landfill. The contract is anticipated to begin on March 4, 2027, for an initial six-year term, with options to extend for up to four additional one-year terms. The service provider must be available 365 days a year and respond to all service requests within three hours. The procurement process utilizes a two-stage evaluation where the award is based on the most advantageous proposal rather than the lowest cost. Technical criteria, including landfill services, key personnel, equipment specifications, and spill response capabilities, account for a significant portion of the scoring. Key operational requirements include maintaining a 24/7 single point of contact, adhering to a loading area clearance of 1.90 meters, and conducting rigorous pre-departure inspections and pH/leachable metal testing. The successful proponent must also maintain sudden and accidental pollution liability insurance of at least 10 million dollars per occurrence. Invoicing will be conducted monthly in Canadian dollars based on calibrated scale data from the Waste-to-Energy Facility.
