The contract awards a sole source, firm fixed price agreement to EPIQ Solution, based in Rolling Meadows, Illinois, for the annual software, support, and repair of the Flying Fox Sensor proprietary software. This contract, authorized under FAR 6.302-1 due to only one responsible source being capable of fulfilling the agency’s requirements, covers a one-year period from September 30, 2020, through September 29, 2021. The Flying Fox software updates are critical to the NCIS toolsets, as EPIQ Solution originally developed the software and retains exclusive rights to provide native updates necessary for sensor functionality. The government has determined that competition is not feasible for this acquisition because EPIQ Solution holds the proprietary knowledge and update capability for the software.
