The Federal Bureau of Prisons, through the Federal Medical Center in Lexington, Kentucky, intends to replace the existing UPS system in the radio room with a new Eaton 9PXM, 16KVA / 14.4KW unit compatible with 208/240V input and providing 52 minutes of runtime, ensuring uninterrupted power for critical communication infrastructure. This requirement is tied specifically to the existing radio equipment, which is only compatible with this exact model, justifying a sole-source approach under FAR Part 12 for commercial products and services, despite the set-aside structure. The acquisition will be conducted as a total small business set-aside under NAICS code 334220, requiring all offerors to be registered in SAM.gov as small businesses and meet the applicable size standards. Quotations will be solicited from at least three sources to promote competition, though the technical specificity limits viable alternatives. The anticipated award date is May 26, 2026, with responses due by 6:00 PM EST on the same day. The place of performance is 3301 Leestown Road, Lexington, KY 40511, and the primary point of contact is Brett Miracle, reachable at bmiracle@bop.gov. This contract action does not involve subcontracts issued by the government; any subcontracting is the sole responsibility of the prime contractor, with no privity between the Federal Bureau of Prisons and subcontractors. Interested parties must ensure their SAM.gov registrations are current, accurately reflect small business status, and include all required representations and certifications to be eligible for award, and should consult a Procurement Technical Assistance Center if assistance is needed in preparing submissions.
