AI Contract Overview
This contract action adds specific National Stock Numbers (NSNs) and manufacturer part numbers to an existing Long Term Contract with Raytheon Company in support of Foreign Military Sales for Canada’s F/A-18 aircraft fleet. The additions include critical components such as DC-to-DC converters, battery adapter units, liquid cooling systems, heat exchangers, and various signal processing and interface units, identified by unique part numbers and NSNs, many of which carry GF or QE designations indicating government-furnished or quality engineering traceability. The procurement is being conducted on a non-competitive basis under 10 U.S.C. 3204(a)(1), as the technical data required for competitive sourcing is not physically available, cannot be obtained economically, and cannot be adequately described in specifications. All responsible sources may submit capability statements, but only those that are already approved sources will be considered without additional documentation; unapproved sources must simultaneously submit a complete Source Approval Request via the NAVSUP-WSS online portal by the deadline of June 10, 2026. The place of performance is designated as Forest, Mississippi, and delivery timelines are specified by item with Receipt to Acceptance Times ranging from 110 to 365 days. Although unit prices, contract value, and detailed invoicing or payment instructions are not disclosed, the contracting activity is NAVSUP Weapon Systems Support located in Philadelphia, Pennsylvania, with Erin Dolan as the primary point of contact. The solicitation is issued under contract number N0038326RD057 and uses the NAICS code 334511 for aircraft and parts manufacturing, with no socioeconomic set-asides applied. While no formal contract clauses, evaluation factors, or packaging specifications are detailed, adherence to standard DoD logistics practices is implied through the use of NSNs, NIINs, and source approval protocols, and the contract supports mission-critical aviation systems requiring certified, non-redundant components.
