The Department of Defense's NAVSUP Weapon Systems Support in Philadelphia plans to procure a servocylinder (P/N 70410-22910-045, NSN 6615 011585985) on a sole source basis exclusively from Sikorsky under the Foreign Military Sales (FMS) program. This procurement involves a single quantity of the item classified under NAICS code 334511 and FSC 6615, with no drawings or data available to the government, which does not own the rights to this part or have the data to acquire it from other suppliers. The contract anticipates awarding through the existing Basic Ordering Agreement N00383-25-G-P401, with Sikorsky expected to be the sole responsible source due to proprietary data restrictions, supported by authority in 10 U.S.C. 3204(a)(1) and FAR 6.302. The acquisition will follow FAR Part 15 procedures, excluding commercial item acquisition policies under FAR Part 12. Although the notice is not a request for competitive proposals, all submissions received within 45 days from the posting date will be reviewed to determine if a competitive process is warranted. Interested parties not already approved to manufacture the part can submit a Source Approval Request, but delays will not be entertained for SAR approvals. The solicitation is handled electronically via NECO with no telephone or hard copy requests honored. The point of contact for submissions and inquiries is available via email, and the procurement is not designated as a small business set-aside.
