SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESS ONLY: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal (RFP), request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. Note: the potential acquisition in this sources sought is subject to change before a solicitation is issued, if any. This is a follow up to the original sources sought SPD_SourcesSought_AZ_NM_TX posted on September 27, 2018. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUBZone), Woman-Owned, and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete for and perform under Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Construction & Repair/Alterations with Design/Build capabilities. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code (236220) should not submit a response to this notice. In any joint venture or teaming arrangement, the Offeror of record must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice. All potential respondents are reminded that at least fifteen percent (15%) of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(c)(3) - Limitations on Subcontracting. The Small Business size standard for NAICS code 236220 is $36.5 million dollars in average annual receipts over the past three years. This Sources Sought encourages maximum participation of interested Small Business companies. Prior Government contract work is not required for submitting a response under this sources sought synopsis. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice and other market research is solely within the discretion of the Government. The Government anticipates award of multiple IDIQ Contracts with firm fixed prices for a base one-year period of performance and four (4) one-year option periods, for a total contract performance period of five (5) years. The primary location of performance will be Arizona, New Mexico, and Texas. The anticipated IDIQ contracts will have a total contract value (TCV) of $50 million over a possible five year contract period. The TCV amount is NOT a forecast of anticipated obligations under these contracts, but is merely the maximum that will be authorized to be ordered against any single IDIQ contract over the period of performance. . The goal of this sources sought is to determine the maximum dollar threshold for task orders against while encouraging a maximum amount of small business participation for the solicitation. Historically the average task order has been valued between $500,000 and $1,000,000. Potential awardees are expected to propose on all projects from small dollar value to large dollar value. A new question has been added to the questionnaire to allow vendors to provide input on the maximum threshold for task orders that would allow their firm to be capable of submitting a proposal for the anticipated solicitation. The requirements for the upcoming solicitation will be to provide construction services with design-build capability in all three of the states of AZ, NM, and TX up to the maximum dollar threshold for each task order. Contractors will be required to demonstrate the capability to successfully deliver design-build projects in AZ, NM and TX. The firms must have at least 3 design-build projects located in AZ, NM, or TX in the last 5 years. It is not required that a firm have experience in each of the three states, but the firm should have experience in at least two of the three states. Participation is a key component to the success of an IDIQ contract. GSA is only seeking interested firms that are both qualified and capable of full participation during the contract period. Although the exact frequency and value of task orders is unknown at this time, interested firms are expected to have the resources and personnel to travel, bid and manage the task orders associated with the contract. It is recognized that certain circumstances may prevent a firm from proposing on a specific task order due to conflict with other projects the firm is participating in and will be reviewed on a case by case basis. Firms that submit a limited number of proposals or selectively participate in task order RFPs may prevent the exercise of their next contract option for lack of participation.
