The Fontana 210 Roadside Rehabilitation project, managed by Caltrans District 8 in San Bernardino and Riverside counties, involves landscape rehabilitation along the westbound State Route 210 in Fontana between postmiles 12.9 and 15.0. The scope of work includes the removal of invasive plant species and dead trees, the installation of new groundcover and trees, the implementation of erosion control measures, and comprehensive upgrades to the irrigation systems. These irrigation improvements involve replacing controllers, remote control valves, electrical wiring, and piping ranging from 12 to 24 inches using standard trenching. All activities will be conducted within the Caltrans right-of-way and will require equipment staging areas, off-pavement parking, and specific ramp closures. The primary objectives of this project are to maintain the Classified Landscaped Freeway status by filling landscape gaps and to enhance safety for maintenance workers by relocating irrigation valves away from the roadway. The project is designated as Categorically Exempt under CEQA and NEPA, as it focuses on the maintenance and rehabilitation of existing landscaping. Environmental determinations have been completed regarding air quality, noise, and hazardous waste risks to ensure compliance with regulatory standards. The project is identified by EA 08-1T730 and PN 0826000108.

The landscape rehabilitation will occur in the city of Fontana in the westbound direction of State Route 210 in San Bernardino County between postmiles (PM) 12.9-15.0. Work will include removal of invasive plant species, degraded/dead trees, installation of new trees and groundcover plantings, implementation of erosion control measures, and upgrades to the irrigation systems. Irrigation improvements will consist of replacing multiple irrigation controllers, remote control valves, electrical wiring, and irrigation pipe (12" to 24") with standard trenching. Equipment staging areas, driving/parking off-pavement, and ramp closures will also be needed. All work will be performed within Caltrans right-of-way (ROW). Purpose: The purpose of this project is to maintain our Classified Landscaped Freeway status by re-establishing planting and improving Roadside Safety for Maintenance Workers by relocating irrigation systems to safe and accessible locations. Need: The need of this project is to address gaps of landscape that can lead to the de-classification of the Classified Landscaped Freeway status. Maintenance worker safety is a current issue due to the location of existing valves near the roadway. Additionally, invasive plant species have taken over the landscape slopes and require additional maintenance and worker exposure.
