For Design, Engineering and Construction of Improvements to Frontenac Park

The Village of Union Springs is soliciting proposals for the design, engineering, and construction of improvements to Frontenac Park, funded by a NYS DOS grant with a total project budget of 1,338,000 dollars. The scope of work includes the development of new pedestrian pathways, parking accommodations, a new picnic shelter, and the restoration of lawn areas. Additionally, the project involves repurposing the house at the end of Factory Street into a community gathering space and recreation office, as well as creating a new patio for outdoor programming. All improvements must prioritize ADA accessibility to create inclusive public spaces. The contract term is scheduled from June 1, 2026, to May 31, 2031, with an anticipated project start date of February 1, 2027. The selection process is based on best value, evaluating the quality of the proposal, the approach to the scope of work, relevant experience, past performance, and the proposed fee. The successful contractor will be responsible for project initiation, design, SEQRA environmental review, permitting, bidding assistance, and construction management. Socioeconomic goals are established with a 15 percent goal for both Minority and Women-Owned Business Enterprises and a 6 percent goal for Service-Disabled Veteran-Owned Businesses. Proposals are due by November 30, 2026, and must include a detailed work program, team qualifications, and at least three professional references from the past five years.
