Grey Bruce Public Health is seeking a qualified consulting firm through a Request for Proposal to design and facilitate a comprehensive strategic planning process. The project aims to refresh strategic directions to align with emerging public health priorities, population needs, and system realities through an inclusive, evidence-informed approach. The selected consultant will utilize qualitative and quantitative methods, including SWOT and PESTLE analyses, to engage employees, the Board of Health, community partners, and priority populations. Key deliverables include a project work plan, environmental scan reports, engagement materials, a final Strategic Plan featuring an implementation roadmap and 3-4 strategic priorities, and a performance measurement framework. This is a fixed-fee engagement with an estimated contract value between $60,000 and $80,000, inclusive of all professional fees, travel, and expenses. The estimated period of performance runs from November 2, 2026, to April 30, 2027, with work to be completed within six months of the award. Performance will involve a combination of virtual and on-site activities at the Grey Bruce Public Health main office in Owen Sound and other locations throughout Grey and Bruce counties. Proposals must be submitted electronically via the Bids and Tenders portal no later than October 1, 2026, at 2:00 p.m. local time. To be considered, proponents must demonstrate at least five years of experience in strategic planning for public health or similar organizations and provide at least two recent references for comparable projects. Submissions must include a proposed project team with identified key personnel, CVs, and proof of compliance regarding insurance, WSIB clearance, AQDA training, and privacy practices. The contract will be awarded to the most advantageous proposal, and in the event of a tie, the winner will be determined by a coin toss. Successful proponents must execute a formal agreement within ten days of notification.
