NAVAIR plans to award a sole-source delivery order to Bell Textron Inc. for the production and delivery of 421 Force Trim Modification Kits to support the ECP H1-UPG-0101 initiative, which involves retrofitting the Force Trim Relay system onto AH-1Z and UH-1Y aircraft. The kits include specific part numbers WIA-5 PN: 450-704-030-101 and WIA-12 PN: 449-704-037-101 and are critical to ensuring operational readiness and system integrity across the H-1 fleet. The procurement is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Bell is the exclusive designer, developer, manufacturer, and system integrator of the H-1 platform, possessing unparalleled technical knowledge and proprietary data necessary for timely execution without compromise to performance or safety. No other entity can meet the requirement due to the aircraft-specific nature of the modifications and integration needs. The solicitation number is N00019-25-RFPREQ-APM276-0033, issued under a presolicitation notice posted on July 14, 2026, with responses due by July 30, 2026. The contract will be managed by the Naval Air Systems Command out of Patuxent River, Maryland, with performance taking place at Bell’s facility in Fort Worth, Texas. Primary point of contact is Jeanette Moronta, with Bernard K. Gross serving as secondary contact.
