FOREIGN MILITARY SALES (FMS) LEBANON FMS CASE NO. TBD FOR THE PROCUREMENT OF SCANEAGLE UNMANNED AIRCRAFT SYSTEM (UAS) HARDWARE AND SUPPORT

The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source, Firm Fixed Price (FFP), Delivery Order under Basic Ordering Agreement (BOA) N00019-17-G-0001 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, to procure ScanEagle Unmanned Air Vehicles (UAV's), spares, support equipment, tools, training, and support services in support of the Government of Lebanon previously procured ScanEagle Unmanned Aircraft Systems (UAS's). This procurement is a follow-on requirement to The Government of the Lebanon Building Partnership Capacity (BPC) Case J9-P-LBF and FMS Case LE-P-BAG for the continued production and sustainment of previously procured ScanEagle systems by the Government of Lebanon. The estimated total value of the contractual actions is $11.3M and will be funded with Building Partnership Capacity (BPC) Case funds. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Insitu, Inc. is the sole designer, developer, and manufacturer of the ScanEagle, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the Government's requirement.
