This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. 


Solicitation number 70Z02326Q92200038 is issued as a request for quotation (RFQ) for the purchase of Prime Movers (Road Truck) and maintenance supplies.  


This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The United States Coast Guard (USCG) has a requirement to procure two (2) Prime Movers (Road Trucks) to support asset transport and logistics operations in the Philippines.  


Brand Name or Equal Application: The preferred make and model for this requirement is the Ford F-350. However, in accordance with FAR provisions, this procurement is being solicited as "Brand Name or Equal." The Government is not restricting this procurement to a single manufacturer; rather, the Ford F-350 is used to establish the baseline of quality, performance, and characteristics desired. Any equivalent commercial vehicle submitted by an offeror that meets or exceeds the salient characteristics (Attachment I) including the capability to be locally supported in the Philippines—will be considered for award. Offerors proposing an 'or equal' model must submit technical specifications demonstrating compliance with these characteristics. Failure to provide sufficient descriptive literature will result in the quote being rejected.
