Forensic Accounting and Financial Reconstructive Services

The Housing Authority of the City of Milwaukee (HACM) is soliciting proposals for Forensic Accounting and Financial Reconstruction Services under solicitation number 58160B. The scope of work involves the reconstruction of transactions, reconciliations, and close activities, as well as the preparation of financial statements and analytic reviews to identify financial irregularities, material errors, or potential illegal acts. Particular emphasis is placed on funds restricted for HUD or other specified purposes. The selected contractor must demonstrate proficiency in GAAP, HUD or affordable-housing program requirements, and the Yardi and Procontractor systems. Key deliverables include a Project Management Plan due 15 business days after the post-award meeting, monthly progress reports, and final analytic review findings reports with a corrective-action matrix. Proposals must be submitted by 2:00 P.M. CST on Friday, November 6, 2026, consisting of one unbound original and one digital copy on a USB flash drive. Award will be based on the best overall value, determined by a combination of price and an aptitude score evaluating qualifications and experience. Required personnel include a qualified project manager, an Interim Controller/Accounting Manager with at least seven years of experience, a Senior Accountant with five years of experience, a Staff Accountant with three years of experience, and a HUD/PHA Specialist. Respondents must provide proof of Worker's Compensation and Commercial and Public Liability Insurance, a non-collusive affidavit, and certification that they are not debarred by HUD or other government agencies.
