The Forest-Wide Admin Site Roof Rehabilitation project, managed by the Sierra National Forest under solicitation AG-9A40-S-10-0047, involves the reconstruction and rehabilitation of building roofs at four primary sites and one optional site. The scope of work includes the Pinehurst, Springville, Uhl, and Blackrock Work Centers, with an optional addition for the Porterville Work Center. General tasks across these locations include the removal and disposal of existing corrugated steel, asphalt, and cedar shingles, as well as the inspection and replacement of damaged roof decking and fascia boards. Specific installations include 5/8 inch OSB decking, builders felt or approved underlayment, and 26-gauge PBR metal panels, including all necessary trim and penetration boots. At the Blackrock site, the contractor is also responsible for trimming, cleaning, and sealing rafter tails on five specific buildings. The project is estimated to cost between $100,000 and $250,000 with a performance period of 130 calendar days. Because the work occurs at fully operational facilities, the contractor must adhere to strict site restrictions, ensuring that fire personnel and employees maintain uninterrupted access to workstations and utilities. Contractors are prohibited from entering unrelated buildings, using the sites for recreation, or bringing pets on site, and must provide their own portable toilets. Compliance requirements include adhering to prevailing wage determinations for Kern, Inyo, Mono, and Tulare counties, following a detailed fire prevention and suppression plan, and submitting a bid bond and experience questionnaire for qualification.
