NOTICE – REQUEST FOR PROPOSAL Foresthill Conference & Training Room AV System Upgrade Deadline for Proposals: Submission instructions are included in the Request for Proposal Documents. Proposals must be received before 4:00 p.m. on Thursday, September 9, 2026. There will be no public opening of proposals. Pre-Proposal Meeting and Walk Thru: A mandatory pre-proposal meeting and walk-through will be held on August 20, 2026, beginning at 9:00 am at 5825 Sunset Drive, Foresthill, CA 95631. Pre-Proposal meeting and walk through schedule is as follows: 9:00am – 9:15am – Check In 9:15am – 10:30am – Walk through of the Hell Hole Conference and Training Room A sign-in sheet will be available up until 9:15am. After 9:15am no more prospective proposers will be admitted nor permitted to sign the sign-in sheet. Attendance at the entire pre-proposal meeting and walk-through is mandatory for proposing. Proposals received from Proposers who did not sign the sign-in sheet and attend the meeting, and walk-through will be returned to the Proposer unopened. Should any questions be raised at the meeting or walk-through that the Agency considers to alter the Proposal Documents in any way, written Addenda shall be prepared and posted on Public Purchase. Oral statements not confirmed by Addenda may not be relied upon and are not binding or legally effective. During the site visit the Proposer must be accompanied full-time by an authorized representative of the Agency. There is no expressed or implied obligation for the Agency to reimburse Proposers for any expenses incurred for attending the mandatory pre-proposal meeting, walk-through and the preparation of a proposal response. The Placer County Water Agency (“Agency” or “PCWA”) will receive proposals from qualified firms to provide modernized Audio Visual (“AV”) Equipment upgrades in the existing Hell Hole Conference Room for the Agency’s power system. The Contractor shall provide the equipment, delivery, and installation of AV systems equipment for the existing meeting room. The Agency’s power system is located in Foresthill. All Proposers shall meet the provisions, requirements and specifications listed in this Request for Proposal Document, #P-26-08. All Proposals must be submitted on Agency forms in accordance with the Request for Proposal Documents. The Request for Proposal Documents may be obtained from the Public Purchase website at http://www.publicpurchase.com/gems/pcwa,ca/buyer/public/home. Registration is required. No Proposer or subcontractor may be listed on a bid for a public works project unless registered with the Department of Industrial Relations (“DIR”) pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). No Proposer or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. Any resulting contract is subject to compliance monitoring and enforcement by the DIR. All Proposers shall meet the provisions, requirements and specifications listed in this Request for Proposal Document. No Proposal received and read may be withdrawn for a period of sixty (60) calendar days after the deadline for receiving Proposals. The Agency intends to award a contract within sixty (60) calendar days of the deadline for receiving Proposals. Any such contract will require approval of the Agency’s Board of Directors. The Agency reserves the right to negotiate and award a contract to the most qualified Proposer(s) as determined by the Agency, to award multiple contracts, to reject any and all Proposals, to waive informalities, and to reject nonconforming, non-responsive, non-responsible, or conditional Proposals. Proposer’s attention is called to the fact that the Agency is a public agency formed and existing under the laws of the State of California. The Successful Contractor will be required to satisfy all current legal requirements applicable to this work.
