Alberta Forestry and Parks - Parks Division (“Alberta Parks”) is seeking a business entity or non-profit organization or Proponent Team to operate and maintain the Premises described in Schedules "A-1" and “A-2” of the Agreement (Appendix C of this RFP). Alberta's provincial parks and recreation areas conserve our natural heritage and provide popular outdoor recreation opportunities. They play a major role in Alberta’s tourism industry, having positive impacts on the economies of many rural communities. Alberta Parks and our partners provide excellent customer service, including: friendly and welcoming staff; working through operational issues in a professional manner; communicating information to visitors, in person or over the phone; and the willingness to “go the extra mile” to add value to the visitor’s experience. Approximately half of the campgrounds in the provincial parks system are operated under contract. Facility Operating Agreements are like a franchise model, with the Operator operating under the Alberta Parks brand, and being required to follow the Provincial Parks Fees Order, regulations, directives, performance standards, and business rules for consistency across the Alberta Parks system. A FOA is a contract to deliver Alberta Parks services, not a long-term lease to run a private business, and is more like a turnkey operation with contractual expectations and processes (e.g., Annual Operating Plan, revenue and expense reporting.) Under an FOA, the Operator is responsible for the day-to-day tasks associated with running the facilities covered by the agreement, both those from which they generate revenue (campgrounds) and those from which they do not generate revenue (day use areas). This includes ongoing routine maintenance and repairs to infrastructure. The Operator collects approved fees from visitors and pays a portion back to the Province. A FOA is a type of revenue contract which is different than a service contract, where a vendor is paid a set amount to deliver specified products or services. This RFP is for the procurement of operations and maintenance services for Wyndham-Carseland Provincial Park. Details on this opportunity are provided in Sections 2 and 3 of this RFP.
