Market Survey – Industry Capabilities and Experience with Alternate Design and Delivery Methodologies (ADDM) for USACE Europe DistrictThe U.S. Army Corps of Engineers Europe District is conducting a market survey to assess industry capabilities and interest in alternative project delivery methods for architect-engineer and construction projects outside the Continental United States. This special notice, identified as W912GB27Z1C2F and titled Market Survey – Industry Capabilities and Experience with Alternate Design and Delivery Methodologies (ADDM) for USACE Europe District, is not a solicitation, nor does it obligate the government to award a contract or reimburse respondents for any costs incurred. The primary goal is to gather information on industry experience with innovative, collaborative approaches such as Progressive Design-Build, Design-Build to Budget, Integrated Design and Construction, and Other Transaction Authorities—methods that operate outside the traditional Federal Acquisition Regulation (FAR) framework. Submissions, limited to eight pages in .docx or .pdf format, must be delivered by July 13, 2026, to specified government email addresses and will be treated as public domain information; proprietary or classified materials must not be included. Industries are requested to provide detailed responses on their familiarity with these delivery models, including practical case studies demonstrating successful implementation, challenges faced, risk mitigation strategies, and results achieved in terms of schedule adherence and budget control, particularly within geopolitically complex OCONUS environments. The survey further seeks input on ideal project size and complexity, budgeting tools, cost-growth mechanisms, and collaborative frameworks that align owner and contractor incentives. Information collected will directly inform the planning of a Reverse Industry Day tentatively scheduled for August 11, 2026, where up to five firms may be invited to present case studies. Selected vendors may influence future acquisition strategies, contract structures, and pre-solicitation parameters for USACE Europe District activities centered in Wiesbaden, Hesse. Participation requires entity registration in SAM.gov and exclusion from government debarment lists, though formal responsibility determinations are not required under Other Transaction Authorities. The agency will use responses to evaluate industry readiness and scalability of non-FAR approaches to improve efficiency, innovation, and partnership in international military construction programs.
