The U.S. Army Corps of Engineers, Far East District (USACE FED) is hosting a Reverse Industry Day on October 6, 2026, in Suwon, Republic of Korea, to explore innovative acquisition and project delivery strategies with Korean industry partners. This market research event focuses on non-traditional methods such as Progressive Design-Build (PDB), Construction Manager at Risk (CMAR), and Other Transaction Authority (OTA) to reduce cost growth and accelerate delivery timelines for U.S.-funded facilities. The event will feature educational presentations on alternative delivery methods and collaborative discussions on applying these strategies to complex technical requirements, including Intelligence Community Directive (ICD) 705 and Unified Facilities Criteria (UFC) standards. To guide these discussions, the government has identified three representative future project scenarios: the renovation of Dormitory B-504 at Kunsan Air Base (estimated $30M to $36M), the modernization of ICD-705 controlled spaces at Osan Air Base (estimated $35M to $100M), and the construction of a US Space Force Operations Complex at Osan Air Base (estimated $150M to $170M). Interested firms were required to submit project summaries for potential presentation by September 23, 2026, with a final RSVP deadline of September 30, 2026. Participation is voluntary, and the event serves as a platform for information exchange rather than a formal solicitation for contract awards.

ICD-705 Controlled Spaces Modernization and Sustainment Program - (Progressive Design-build (PDB) Other Transaction Agreement (OTA)
Solicitation # W912UM27S0TA1
The U.S. Army Corps of Engineers, Far East District, is conducting market research via a Sources Sought announcement for the ICD-705 Controlled Spaces Modernization and Sustainment Program at Osan Air Base, Republic of Korea. The government is evaluating a Progressive Design-Build delivery method executed through an Other Transaction Agreement under 10 U.S.C. section 2808a. This innovative approach is intended to allow for early contractor involvement, open-book pricing, and flexible risk allocation to manage the complexities of high-security construction within an active overseas operational environment. The estimated program magnitude is between 60 and 100 million dollars, with construction funding anticipated for obligation in FY27. The project scope involves two primary facilities. Building A requires the replacement of the M49 Collective Protection System with a new M98 system, HVAC modernization, and the conversion of approximately 2,610 square feet to meet ICD-705 standards. Building B involves the conversion of approximately 3,700 square feet to ICD-705 standards and sustainment work on 50,000 square feet, including roof repairs, office improvements, and the replacement of fire protection systems, air-handling units, and plumbing. The government is seeking industry feedback on the feasibility of a two-phase approach consisting of design and preconstruction followed by construction, potentially utilizing a Guaranteed Maximum Price. Interested firms under NAICS 236220 must submit a completed industry questionnaire and a capability statement by 2:00 p.m. Korea Standard Time on November 17, 2026.
