August 17,2026. The U.S. Army Corps of Engineers, Europe District (CENAU) thanks all industry and defense partners for the exceptional attendance and feedback during the recent Reverse Industry Day – Emerging Acquisition Strategies in Frankfurt. This input is directly informing CENAU's transition toward modern delivery models. Additionally, interested firms are not to provide any proprietary information as part of their response to this notice as any feedback received will be handled as publicly releasable. Information exchanged during this event may be used by NAU to inform future acquisition strategies, project delivery approaches, and solicitation development; however, no procurement decisions will be made as a result of this event.  

There is no cost to register nor to attend this event. Additionally, this notice is for information and planning purposes and is not a request for proposals nor any other type of commitment by the Government. All costs expended as related to a firm’s response to and/or participation in this event are not reimbursable to the contractor. 

The U.S. Army Corps of Engineers (USACE), Europe District invites industry partners to participate in a Reverse Industry Day focused on emerging acquisition strategies and project delivery methods. This event is intended to foster open dialogue between industry and USACE regarding innovative approaches to design and construction procurement. 

BACKGROUND 

Industry partners have gained significant experience implementing progressive and collaborative delivery methods, including Progressive Design-Build (PDB), Design-Build to Budget (DB2B), Integrated Design and Construction (IDAC), and Other Transaction Authorities (OTA). USACE is exploring opportunities to expand the use of these tools where appropriate and seeks direct feedback from industry to help shape future acquisition strategies and solicitation approaches. NAU is committed to delivering vital public and military engineering services in an increasingly complex and dynamic environment. Our traditional design-bid-build and even design-build project delivery models, while historically successful, face growing pressure from accelerated timelines, constrained budgets, and the need for greater innovation. 

NAU is requesting initial comments and/or written products to effectively facilitate dialogue prior to the event. 

EVENT OBJECTIVE 

This Reverse Industry Day is designed to provide industry with a platform to: 

• Share real-world experiences and lessons learned using emerging acquisition methods. 

• Discuss successful implementation strategies, challenges, and risk mitigation approaches. 

• Provide recommendations on solicitation structure, evaluation criteria, partnering practices, and contract administration considerations. 

• Offer feedback that may inform future NAU acquisition planning and solicitation development. 

TOPICS OF INTEREST 

Discussion topics may include, but are not limited to: 

• Other Transaction Authorities (OTA) 

• Progressive Design-Build (PDB) 

• Design-Build to Budget (DB2B) 

• Integrated Design and Construction (IDAC) 

• Early contractor involvement 

• Collaborative project development 

• Innovation and risk-sharing approaches 

• Best practices for owner-contractor collaboration

FORMAT 

Session 1. Case Studies  

 The Government, at its sole discretion, may select up to five (5) industry partners to present a case study (see additional requirements below).  Case studies should focus on practical application of one or more of the acquisition strategies identified above and highlight lessons learned that may benefit future USACE procurements. 

The ideal firms bring completed, highly relevant projects under collaborative models.  The case studies should directly address Government topic of interests presented in this notice. Each presenter is allotted a strict 15-minute briefing window, immediately followed by a 10-minute group Q&A.  

Session 2. Roundtable Contributor Panelists   

The Government, at its sole discretion, may select approximately five (5) industry partners to participate in the panel discussion (see additional requirements below). This roundtable will focus on Host Nation Permitting Barriers and unique aspects when executing projects inside the EUCOM AOR.   The goal of this session is to identify barriers for entry that should be considered when pivoting from traditional government model of federal contracting.  Potential topics of interest include but not limited the conflicts between U.S. design standards (UFC) and Host Nation codes (e.g., German DIN/Eurocodes), Status of Forces Agreement (SOFA), tax/VAT clearance, local labor-market shortages, and regional (e.g. Bauamt) permitting timelines with the goal of identifying the procedural steps in our current NAU processes that present the biggest obstacles to fast-tracking and collaborative design. 

The ideal firms should be highly capable prime construction contractors and designers who possess deep, proven Design-Build (DB) experience delivering federal, DoD, or major commercial infrastructure in Europe, but who may not yet have formal prime contract history under Progressive Design-Build (PDB), Design-Build-to-Budget (DB2B), or Other Transaction Authority (OTA) agreements. 

Session 3. U.S. Special Operations Command Europe (SOCEUR) Command and Control Facility 

The Government is considering utilization of Progressive Design-Build (PDB) via Other Transaction Authority (OTA) for U.S. Special Operations Command Europe (SOCEUR) Command and Control Facility. This session will provide an overview of the project, with the goal to engage in an open discussion on how this project may benefit from this acquisition delivery method. 

The government is seeking interest and industry feedback on an acquisition method utilizing PDB via OTA to achieve a faster and more collaborative legal mechanisms to initiate design ahead of full construction appropriations and streamlined access to specialized defense contractors. 

Summary Scope: Construction of a standard design U.S. Special Operations Command Europe (SOCEUR) Command and Control Facility (C2F) for 494 personnel to serve as SOCEUR C2F. The facility includes an administrative area with specified security zones and an operations area featuring special use space for Level 6 secure activities, an Operations Center (OC), and a Network Operations Center (NOC). Primary facilities also include construction of a multi-story parking garage. Select technical requirements include redundant mechanical and electrical systems with backup power, extensive information systems, Intrusion Detection Systems (IDS), comprehensive cybersecurity measures, and Antiterrorism for Buildings (AT/FP) standards. The project will involve the demolition of existing Building 2350 (Commissary, 54,888 Total SF). 

Focus: General attendee open-floor Q&A, structured feedback collection, and in-region relationship development with senior Host Nation State Partners prior to evening airport and transit departures. 

REGISTRATION

To ensure maximum representation across the industry base, in-person attendance is strictly limited to two (2) representatives per company. 

• If a firm is interested in presenting the case study or participating in the panel discussion. Interested parties should submit to the government the following information as soon as possible but no later than 28 July 2026 by 09:00 CEST. The Government will review submissions and invite selected companies to present case studies and/or to participate in the round table discussion.  

• Case Study: Please provide a project overview and how it ties into collaborative methodologies identified under Topics of Interest. Submissions shall be 4-6 pages and provide a summary of the proposed case and articulate why the government should consider the case as a relevant. The Government will review and assess suitability for presentation. 

• Panel Discussion: Please provide a brief summary of proposed panelist qualifications including but not limited to experience with traditional federal and commercial practices. The ideal candidate will be able to compare and contrast between what the government is currently employing when purchasing construction services and what strategies the commercial industry is considering successful for project delivery.  The government intends to post additional questions as it relates to topics of interest, and the prospective panelist should consider those in reply and for potential discussion. 

• Questions will be provided via an amendment to this notice 23 July 2026.
