Gym Ceiling and Light Project

The Gym Ceiling and Light Project, solicited under RFQ CAFC26-0006 by the Federal Circuit Court of Appeals through the Administrative Office of the U.S. Courts, was intended to replace ceiling grids, tiles, lighting, and plumbing fixtures in the Markey National Court Complex at 717 Madison Place NW, Washington, DC 20439. The scope included installing Armstrong Suprafine XL 7500 ceiling grids and 558 tiles, Lithonia Lighting fixtures meeting 50–75 foot candle minimums with 3500 K–4000 K color temperature, and 15 court-provided HPL Club Lockers, all in compliance with P100 standards, ADA, and ICC A117.1 accessibility requirements. The contract type was Firm Fixed Price, with requirements for compliance with Judiciary Procurement Guide Vol. 14 and federal statutes, and adherence to strict security protocols outlined in GSAR 552.204-9, including HSPD-12 clearance for personnel, daily badge issuance, and restricted access to court floors during court weeks. Contractors were required to submit a detailed schedule of values with separated labor and material line items, no standalone overhead or profit items, and monthly updated project schedules in MS Project and PDF formats, along with weekly two-week look-ahead reports specifying activities, subcontractors, timing, and utility outages. Inspection and quality control systems were mandatory, with records retained for three years post-performance. The solicitation demanded submissions in searchable PDF format not exceeding five pages, including past performance summaries, UEI and SAM.gov registration, and certified representations. Despite extensive vendor interest, the RFQ was cancelled prior to award due to offers exceeding the government’s budget, with no discussions or evaluation proceedings initiated. All submissions were rendered void, and no contract was awarded.
