The Performance Decision notification details the completion of a streamlined competition study conducted by the Program Support Center of the Department of Health and Human Services, covering the period from December 2008 to April 2009. The study aimed to evaluate the most efficient and cost-effective method of performing the commercial functions and operations of the Administrative Operations Service within the Mid America Cooperative Administrative Support Unit, in line with the guidelines set forth by OMB Circular A-76 for government commercial activities. The decision concluded that these functions should continue to be performed in-house by the agency's Most Efficient Organization (MEO), rather than outsourcing them through a solicitation process. Following this decision, a Letter of Obligation between the Contracting Officer and the agency official responsible for the MEO will be executed, and no solicitation for commercial services will be released. This process adhered to procurement integrity, ethical standards, and relevant regulatory restrictions, including those related to conflicts of interest. The incumbent service provider was given the opportunity to review the streamlined competition form before the announcement of the decision. The study was conducted following revised streamlined procedures outlined by OMB Circular A-76 issued in 2003. Although the streamlined competition form is available to the public upon request, no parties may contest any aspect of the competition decision. The contract and related activities are centered in Kansas City, Missouri, and points of contact for further information include officials Anne F Hunt and Creighton Glantz, who serve as liaisons within the Program Support Center.

This announcement constitutes a Performance Decision notification and completion of a streamlined competition study conducted by the Program Support Center, Department of Health and Human Services (DHHS). The study period for this competition was December 2, 2008 (public announcement date) through April 14, 2009 (certified performance decision date), under FBO Reference Number A76HHSPSCAOSMIDAMERICACASU. On April 14, 2009, the resulting certification of the streamlined competition form by the responsible competition officials indicated that the performance of the commercial functions and operations of the Administrative Operations Service, Mid America Cooperative Administrative Support Unit should remain in-house with the agency's Most Efficient Organization (MEO). As a result of this performance decision, the responsible Contracting Officer shall execute a MEO Letter of Obligation with the agency official responsible for the performance of this commercial activity. Consequently, no solicitation will be issued for these commercial services. The purpose of this A-76 study was to determine the least costly and most efficient methods of operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities, which sets forth the general policy of the Government to achieve economy and enhance productivity. Consistent with procurement integrity, ethics, and standards of conduct rules, including restrictions of 18 U.S.C. 208, the responsible Contracting Officer submitted the streamlined competition form to the agency's incumbent service provider for review prior to this announcement of a performance decision. In accordance with the streamlined procedures as specified in OMB Circular A-76, revised May 2003, the streamlined competition form shall be made available to the public upon request. It is further noted that no party may contest any aspect of a streamlined competition.
