The proposed contract action is for supplies or services for which the Government intends to solicit sole source to Tel-Instruments Electronics Corp., Cage Code 92606 under authority of FAR 6.302-1, only one source is capable of satisfying the government's requirement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Foreign participation is not permitted at the prime contractor level. This requirement is for a firm-fixed price contract for Formation Flight System in support of the C-17 Globemaster; NSN: 6625-01-534-4507BA; Part Number 17G723627-1. The basic requirement is for qty. of 2 each; there will be three options for additional supplies based on qty. 1 each. The C-17A Formation Flight System (FFS) is a system that replaces the existing Station Keeping Equipment (SKE) (All Line Replaceable Units (LRU) including SKE antennas and Traffic Alert Collision Avoidance System (TCAS). The FFS uses the existing TCAS antennas. The FFS provides the capability for TCAS functionalities and formation flying guidance. The FFS processor is a LRU, which consists of a TCAS, transponder (XPDR) interface, and FFS combined on a common set of hardware. The TCAS and FFS transmissions are nonsimultaneous, and the related transmission frequencies are close enough that they can be handled by the same transmitter circuitry. The TCAS and FFS transmission functions share a single L-Band Transmitter. The TCAS and FFS do not share receiver circuitry. The FFS datalink must be able to receive data at all times and independently of the TCAS. However, the TCAS and FFS receivers are configured in parallel such that they can share one pair of antennas, instead of requiring two pairs of antennas. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the solicitation. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on criteria stated in the solicitation. The solicitation and all attachments have been posted to the Federal Business Opportunities webpage (http://www.fbo.gov/). If you have questions or concerns related to this acquisition, contact the Contracting Officer at email Christopher.Nelson.74@us.af.mil; telephone 478-222-0122.
