Former Freeman Products Facility Remedial Action Plan

The California Department of Toxic Substances Control is implementing a Remedial Action Plan to address chemicals of potential concern in the soil, soil vapor, and groundwater at the Former Freeman Products site in Torrance, California. Covering approximately 2.3 acres, the project focuses on remediation at and downgradient of the site through the use of in-situ bioremediation at 57 locations, comprising 50 new and seven existing injection wells. This strategy is supplemented by monitored natural attenuation and the application of institutional and engineering controls. The project is conducted under the authority of the California Health and Safety Code and complies with the California Environmental Quality Act. Environmental assessments include a Phase I Cultural Resources Study, which found no recorded cultural resources in the area, and an Official Species List from the U.S. Fish and Wildlife Service to ensure compliance with the Endangered Species Act. Key operational requirements include the development of a site-specific Health and Safety Plan covering hazard evaluation, personnel training, and emergency response. Project management is supported by the DTSC and Ramboll Americas Engineering Solutions, with public notification and a Mitigated Negative Declaration process integrated into the project timeline.
