The Remotivation Action Work Plan addresses the remediation of soil and soil vapor contamination caused by volatile organic compounds, primarily tetrachloroethene, at the Visalia Dry Cleaner Investigation Project site. The contamination is linked to historical spills and mishandling from former dry-cleaning operations, with particular focus on the former Lamoure’s Cleaners and former Country Club Cleaners properties. The planned response involves the installation and operation of soil vapor extraction systems at both locations to capture and remove VOCs from the subsurface, aiming to mitigate human health and environmental risks associated with the contamination. All activity will be conducted in Visalia, California, with the California Department of Toxic Substances Control overseeing implementation. Scott Yuen, Project Manager, serves as the primary point of contact for coordination and inquiries. The plan is posted as a forecast with no solicitation number or set-aside designation, indicating preliminary planning rather than active procurement. The work is part of a broader effort to clean up legacy industrial contamination in the area, with the goal of restoring soil and vapor quality to safe levels in compliance with state environmental standards.

Full Description

The project includes installing and operating a soil vapor extraction (SVE) system at the former Lamoure’s and Former Country Club Cleaners properties to address soil and soil vapor impacts by volatile organic compounds (VOCs), primarily tetrachloroethene (PCE), presumed to have resulted from spills and other handling processes from several former dry-cleaning facilities. The project is anticipated to take approximately seven years at the former Lamoure’s site and three months over a one-year period at the former Country Club site. Remediation activities include: • Construct and install full-scale and temporary soil vapor extraction (SVE) systems, including SVE wells, nested soil vapor probes, and below-ground polyvinyl chloride (PVC) conveyance piping at the former Lamoure’s Cleaners and Country Club Cleaners properties. • Air/dust controls and monitoring during construction: implementation of temporary stormwater management best management practices (BMPs), and dust control measures. • Site security and implementation measures (Traffic Control Plan (TCP), and a Site-specific Health and Safety Plan (HASP)). In addition, Mitigation Measure NOI-1 (Operational Noise Reduction) is implemented to address potential noise impacts and ensure compliance with City of Visalia Ordinance 8.36.040. • Preparation of a Construction Completion Report documenting completion of removal action activities. • Finalize and implement an Operation, Maintenance, and Monitoring (OM&M) manual for each SVE system.
